We end homelessness for individuals and families by providing access to housing, and the support needed to remain housed.
Flagler Housing and Homeless Services provides community-based rapid rehousing assistance to families, single individuals, youth and veterans experiencing homelessness in the Greater Richmond and Tri-Cities regions. Rapid rehousing helps households obtain safe and affordable rental housing as quickly as possible, while presenting viable resources to maintain housing. Support services including case management, connection to community resources, budgeting assistance, short-term financial assistance, and education around tenant responsibilities are provided based on client need and preference.
Households participating in rapid rehousing see high success rates because it solves the most urgent and basic need of housing first. After housing is obtained, case managers can more easily work with the household to maintain housing.
The process of accessing services varies depending on area of residence.

Our Housing Resource Center (HRC) serves as the coordinated point of entry for households experiencing a housing crisis in the Tri-Cities area, providing referral and community resources, homelessness prevention, and rapid rehousing services. Families and individuals who are experiencing homelessness or facing a housing crisis in the Tri-Cities area can call the HRC at 804-722-1181, or visit the Crater Area Coalition on Homelessness website for additional resources.

Hollybrook is a HUD Section 8 apartment community exclusively designed for adults with physical disabilities and seniors age 62 and up. The community consists of 60 one- and two-bedroom apartments, and is located on the south side of the Villa campus at the intersection of Brook Road and Villa Park Drive.
